Alectris meets Artelia Vietnam

April 14, 2020

Vietnam is experiencing a solar boom, becoming a hotspot in Asia. This is a great timing for Alectris and Artelia Vietnam to join forces, as the Vietnamese market needs the support of experienced O&M service providers to assist with the management of existing and new upcoming projects in the region. To discuss wide opportunities in the Vietnamese market, Alectris visited Ho Chi Minh City, Vietnam in February 2020.

Vietnam Market Overview

Vietnam is the current solar hotspot of Asia. Last year (2019) saw an unprecedented boom of 4.5GW, driven by FIT. The surge has caused great problems with grid congestion leading to long curtailment periods making projects less bankable than originally forecasted. Because of this, The Government of Vietnam is preparing to shift from FIT to PV auctions, after issuance of a second temporary FiT. The aim is for 30% of the energy supply to be covered by renewable energy sources by 2045.

The World Bank is to play a central role in the next few steps of Vietnam’s solar policies. With its help, the country is due to release 1GW of PV auction contracts this year, equally split between projects at pre-selected sites and capacity earmarked for specific substations.

Vietnam Solar Market Facts

  • Much attention has been paid to the quick construction of PV plants to gain from the preferential FIT if commissioned before June 2019, which has impacted the project’s quality sometimes
  • EPCs that constructed the plants had to give a 1- or 2-year warranty period
  • O&M is not the core business of EPCs
  • There is a lack of knowledge of international standards from local service providers
  • SCADA is the predominant tool used for monitoring plants – the industry needs to look for cloud-based advanced ERP solutions to monitor and manage plants going forward
